A lone woman protested Tuesday evening, June 3, against the proposed development for property along Verda Lane between Chemawa Road and Dearborn Avenue. A requested zone change could include apartments.

Maddy Kephart, 22, made a sign with a “No More Apartments” on one side and “Save Keizer Cows” on the other. She stood at the corner of Chemawa and Verda for more than four hours.

A life-long resident who lives in a house across from the proposed development, Kephart said she didn’t want to look into apartments while now she can see across Keizer to the west Salem hills.  And she says she’s a cow fan.

“They’re cute,” she Kephart, a dental hygiene student.
